Reports new study in Biological Psychiatry
Philadelphia, PA, July 30, 2012 Is attention-deficit/hyperactivity disorder (ADHD) due to a delay in brain development or the result of complete deviation from typical development? In the current issue of Biological Psychiatry, Dr. Philip Shaw and colleagues present evidence for delay based on a study by the National Institutes of Health.
The cerebral cortex is the folded gray tissue that makes up the outermost portion of the brain, covering the brain's inner structures. This tissue has left and right hemispheres and is divided into lobes. Each lobe performs specific and vitally important functions, including attention, thought, language, and sensory processing.
Two dimensions of this structure are cortical thickness and cortical surface area, both of which mature during childhood as part of the normal developmental process. This group of scientists had previously found that the thickening process is delayed in children diagnosed with ADHD. So in this study, they set out to measure whether surface area development is similarly delayed.
They recruited 234 children with ADHD and 231 typically developing children and scanned each up to 4 times. The first scan was taken at about age 10, and the final scan was around age 17. Using advanced neuroimaging technology, they were able to map the trajectories of surface area development at over 80,000 points across the brain.
They found that the development of the cortical surface is delayed in frontal brain regions in children with ADHD. For example, the typically developing children attained 50% peak area in the right prefrontal cortex at a mean age of 12.7 years, whereas the ADHD children didn't reach this peak until 14.6 years of age.
"As other components of cortical development are also delayed, this suggests there is a global delay in ADHD in brain regions important for the control of action and attention," said Dr. Shaw, a clinician studying ADHD at the National Institute of Mental Health and first author of this study.
"These data highlight the importance of longitudinal approaches to brain structure," commented Dr. John Krystal, Editor of Biological Psychiatry. "Seeing a lag in brain development, we now need to try to understand the causes of this developmental delay in ADHD."
Dr Shaw agrees, adding that this finding "guides us to search for genes that control the timing of brain development in the disorder, opening up new targets for treatment."
Additional work expanding these measures into adulthood will also be important. Such data would help determine whether or when a degree of normalization occurs, or if these delays translate into long-lasting cortical deficits.

Anadarko reports quarterly loss, output a record
(Reuters) - Anadarko Petroleum Corp on Monday reported a net loss in the second quarter as low natural gas prices forced the company to write down the value of some assets, but the results topped expectations as oil and gas output surged 8 percent to a record.
While natural gas prices have rallied recently on power demand, the average natural gas price at the delivery point Henry Hub fell nearly 50 percent from a year ago in the second quarter.
That steep decline left some of Andarko's properties in the Powder River Basin in Wyoming too expensive to produce, so the U.S. oil and gas company took a before-tax impairment charge of $978 billion in the quarter.
Anadarko reported a net loss of $380 million, or 76 cents per share, compared with $544 million, or $1.08 per share, a year ago.
Excluding items, Anadarko reported a profit of 85 cents per share. Analysts on average had expected a profit of 77 cents per share, according to Thomson Reuters I/B/E/S.
Oil and gas output in the quarter was 742,000 barrels oil equivalent (boe) per day, up from 685,000 boe per day a year ago. Growth in production was fueled by output from the Wattenberg field in Colorado and Caesar Tonga in the Gulf of Mexico, Anadarko said.
Anadarko's production came in well above Wall Street expectations. Analysts at Bernstein Research expected the company to report daily production of 713,000 boe, while Deutsche Bank estimated output of 718,000 boe per day.
The company plans to hold its conference with analysts on Tuesday.
Anadarko shares rose slightly to $72.25 after the close of regular trading from the New York Stock Exchange close of $71.75.

Romanians vote whether to oust president
BUCHAREST, Romania (AP) ? Romania's unpopular president was fighting for his political life on Sunday as the country voted on whether to oust him, part of a political battle that has raised questions about the rule of law in the fledgling European Union member. Early indications were that he might keep his job due to a low voter turnout.
Traian Basescu's rivals in the government are seeking to push him out for the second time in five years. They claim the 60-year-old populist violated the constitution by meddling in government business, coddling cronies and using the secret services against enemies.
Basescu, a former ship captain whose popularity has plummeted over economic challenges, says he's the victim of a political vendetta and has urged his supporters to boycott the vote ? a tactic that may help him survive thanks to a rule requiring turnout to be more than half of the total electorate.
At 8 p.m. (1700 GMT), three hours before polls were to close, the turnout was just 37.67 percent, according to the Central Election Bureau. That was lower than June local elections when the turnout was about 56 percent. On Sunday, 18 million Romanians were eligible to vote, including many living abroad.
Basescu told reporters he was at peace with himself. "I have done my duty as president in a manner that sometimes pleased people and at other times did not please a large number of Romanians," he said.
The political turmoil has dented Romania's credibility, with the U.S. and European Union expressing doubts about the left-leaning government's respect for the independence of the judiciary.
Jose Manuel Barroso, president of the European Commission, the EU's executive branch, last week issued a stern statement expressing "serious concerns about recent political events in Romania in relation to the rule of law, the independence of the judiciary and the role of the Constitutional Court."
Critics accuse Prime Minister Victor Ponta, himself the subject of a plagiarism scandal, of orchestrating the move to oust Basescu as part of a power grab.
The coalition of Social Democrats and Liberals led by Ponta did very well in June local elections, but Ponta's popularity has declined after he was accused of plagiarizing large sections of his 2004 doctoral thesis, accusations subsequently upheld by a Romanian academic panel. The latest political turmoil has also dented his government's popularity.
Parliament, dominated by Ponta allies, impeached Basescu earlier this month, setting up Sunday's national referendum on his future.
The relatively low turnout came as Romanians baked in a heat wave with temperatures hitting 38 Celsius (100 Fahrenheit ) in the capital. Many took refuge in mountain resorts, others flocked to the Black Sea beaches, while shopping malls in Bucharest were unusually busy for a hot summer Sunday.
Most of those who did show up to vote were expected to cast a ballot in favor of ousting Basescu.
"I am not happy with what is happening to the country, the economy, all the political scandal and the corruption," said Cristian Neagu, 28, a computer programmer who wants Basescu gone.
Other Romanians said they were disgusted by the whole ordeal.
"There are bandits on both sides, and I can't be bothered to vote," said Vlad Tanasescu, 34. "All they want to do is to take revenge on each other."
Basescu has been president since 2004. He was impeached by Parliament in 2007 for "serious violations" of the constitution, but survived a national referendum.
He is a center-right politician, though as president he is not allowed to be a member of any party. Unlike presidencies in some European nations, Basescu's position is not merely ceremonial. He is elected in a popular vote and is in charge of foreign policy and the country's defense policies. He also names the chiefs of the powerful intelligence services.
Over the past two years, Basescu has seen his approval numbers drop largely because the government introduced austerity measures to meet demands by the International Monetary Fund in exchange for a multibillion euro (dollar) loan. Public wages were cut by one-fourth and sales tax raised to 24 percent, one of the highest in the EU.
Ponta heads the left-leaning Social Democratic Party. He became prime minister May 7, the third in four months after the previous two were ousted over austerity measures. Unlike his predecessors who were deferential to Basescu, Ponta has moved instead to sideline Basescu and his allies.
Ponta says that Basescu's confrontational style of governing and interfering in the justice system and government business are evidence that he is unfit for the job. He also alleges that charges that he plagiarized his 2004 doctoral thesis are orchestrated by Basescu's camp.
The Foreign Ministry opened polling stations in embassies in the United States, Italy, Spain, France and elsewhere where an estimated 2 million Romanians are eligible to vote.

Bomb joke tweeter wins landmark ruling
LONDON (Reuters) - A British man who joked on Twitter that he would blow up an airport after it closed because of snow has had his conviction for sending a "menacing" message overturned in a landmark ruling for users of social media websites.
Paul Chambers, 28, had sent the message in what he called a moment of frustration at not being able to catch a flight from Doncaster Robin Hood airport.
He had later been arrested and sentenced but the High Court on Friday upheld his appeal against conviction.
Speaking outside the court afterwards, Chambers' barrister John Cooper, who had argued it was wrong to associate the tweet with terrorism, said it was a milestone ruling.
"It's a very big decision both nationally and internationally for hundreds of thousands, if not millions of people who use Facebook and Twitter," he told the BBC.
"It means that if you intend to make a joke and if what you do is a joke, however bad a joke that is, you cannot be prosecuted," he added.
The case revolved around a tweet sent by Chambers to a friend in January 2010, which read: "Crap! Robin Hood Airport is closed. You've got a week and a bit to get your shit together, otherwise I'm blowing the airport sky high!"
Chambers said he sent the tweet to his 600 followers in a moment of frustration and never imagined it would be taken seriously.
"It was surreal. My world became something else," he said when asked how he felt when he was arrested.
Of Friday's ruling he added: "It's an important decision as far as social networks are concerned and as far as Twitter is concerned.
"It has established that there has to be an action that is menacing and is intended to be menacing."
Chambers' case gained the attention and support of thousands of Twitter users and several high-profile British comedians.
In Friday's High Court ruling, three judges headed by the Lord Chief Justice Lord Judge, allowed Chambers' appeal against a Crown Court judge's decision upholding the 2010 conviction.
They said: "If the person or persons who receive or read it, (the message) or may reasonably be expected to receive, or read it, would brush it aside as a silly joke, or a joke in bad taste, or empty bombastic or ridiculous banter, then it would be a contradiction in terms to describe it as a message of a menacing character."

WASHINGTON?(ENEWSPF)?July 26, 2012. ?Duane ?Butch? O?Malley, 59, of Bourbonnais, Ill., who was convicted by a federal jury on September 26, 2011, for the illegal removal, handling and disposal of asbestos from a Kankakee building in August 2009, was sentenced to 10 years in prison by Federal District Court Judge Michael McCuskey. O?Malley was also ordered to pay restitution of $47,086 to the U.S. Environmental Protection Agency (EPA) related to the clean-up of illegally disposed asbestos and ordered to pay a fine of $15,000. Asbestos is a mineral fiber that has been used commonly in a variety of building construction materials. When asbestos-containing materials are damaged or disturbed by repair, remodeling or demolition activities, microscopic fibers become airborne and can be inhaled into the lungs, where they can cause serious health problems, including lung cancer and mesothelioma.
?Asbestos must be removed in a safe and legal way in order to protect people?s health and reduce the risk of exposure,? said Cynthia Giles, assistant administrator for EPA?s Office of Enforcement and Compliance Assurance. ?The defendant?s actions endangered the health of his workers and the surrounding community and the sentence shows that those who violate critical environmental safeguards will be prosecuted.?
?To increase his profits, a jury found that O?Malley knowingly disregarded federal environmental laws that require asbestos-containing materials be safely removed and properly disposed,? said U.S. Attorney Jim Lewis, Central District of Illinois. ?This sentence is a consequence of the defendant?s flagrant disregard for his workers, the public, and the environment in exposing them to dangerous airborne asbestos fibers.?
During O?Malley?s trial, the government presented evidence that O?Malley, owner and operator of Origin Fire Protection, was hired by Michael J. Pinski in August 2009 to remove asbestos-containing insulation from pipes in a five-story building in Kankakee, Ill. that was owned by Pinski through his company, Dearborn Management, Inc. Evidence was presented that neither O?Malley nor his company was trained to perform the asbestos removal work and that O?Malley agreed to remove the asbestos insulation for an amount that was substantially less than a trained asbestos abatement contractor would have charged to perform the work. Further, O?Malley arranged for James A. Mikrut to recruit and oversee workers to remove the asbestos.
The government?s evidence showed that various provisions of the Clean Air Act (CAA) and EPA regulations were violated, including, failure to properly notify the EPA, failure to have trained on-site representatives present, failure to ensure the asbestos insulation was adequately wetted while it was being stripped and removed, failure to mark vehicles used to transport the asbestos containing waste material and failure to deposit the asbestos in a waste disposal site for asbestos. Instead, the asbestos insulation was stripped from the pipes while dry, and then placed in more than 100 large, unlabeled plastic garbage bags. The bags were then dumped in an open field in Hopkins Park, resulting in soil contamination and exposing the workers hired by O?Malley to dangerous asbestos-laden dust.
Under the CAA there are requirements to control the removal, handling and disposal of asbestos, a hazardous air pollutant. Any owner or operator of a renovation or demolition activity which involves removal of specified amounts of asbestos-containing material must comply with the EPA regulations.
O?Malley was charged in June 2010 with five felony violations of the CAA, along with Michael J. Pinski, 42, of Kankakee, Ill., and James A. Mikrut, 49, of Manteno, Ill. Pinski entered a plea of guilty on Aug. 19, 2011, to one count of violation of the Clean Air Act. Mikrut pleaded guilty on Aug. 24, 2011, to five counts of violation of the CAA. The sentencing hearings for Pinski and Mikrut will be scheduled at a future date.
The charges were investigated by EPA?s Criminal Investigation Division, with assistance from the Illinois Environmental Protection Agency and the U.S. Environmental Protection Agency?s Superfund Division. Assistant United States Attorney Eugene L. Miller and Special Assistant U.S. Attorney James Cha are prosecuting the case.

Zoltan Kovago, Hungary Discus Thrower, Banned For 2 Years
BUDAPEST, Hungary ? Discus thrower Zoltan Kovago of Hungary has been banned for two years for a doping offense, forcing him to miss the London Olympics.
Kovago was considered a medal contender at the games. He won the silver medal at the 2004 Athens Olympics.
The Court of Arbitration for Sport upheld an appeal filed by athletics' governing body, the IAAF, the Hungarian Olympic Committee said Thursday.
Kovago refused to provide a sample to doping officials last year, the committee said. Hungarian doping officials initially cleared Kovago, but the IAAF appealed the decision.
Kovago's ban comes shortly after another Hungarian discus thrower, Robert Fazekas, was removed from the Olympic team for testing positive for the banned steroid stanozolol.
Fazekas initially won the Olympic title in Athens but was disqualified for a doping offense.
Kovago had finished third but was upgraded to the silver-medal position in the standings.
The 2004 Olympics gold went to Virgilijus Alekna of Lithuania.

You have written a draft, revised, edited, revised some more. Now you?re finally ready to query an editor or agent. Do you want to improve your chances?
Here is what you should know based on feedback from editors and agents at the Pacific Northwest Writer?s Association Conference July 19-22.
Follow the instructions on their websites. You would be surprised at how many people don?t follow the submission guidelines, some going as far as using odd colors and funky typefaces. Do you want to stand out? Submit polished writing and format and send your manuscript according to their instructions.
Revise and revise again. Speaking of polished writing, if you?re writing a memoir, don?t submit a collection of scenes about your life. A memoir should read like a novel with a narrative arc: beginning, middle, and end. Whether you?re writing a memoir or novel, stay on theme. Each scene should relate to the theme and have a reason for being.
Have a hook. It?s the cold hard truth: agents and editors ultimately have to see how they will be able to position and sell your book. You have to have a clear hook that leads to a target audience of book buyers.
Know your competition. What are the other books in your category? Agents want to know. You should not just know who they are, but read them and be prepared to say how your book is different.

S. Korean economic growth falls to over 2-year low
SEOUL, South Korea (AP) ? South Korea's economic growth fell to a two-year low in the second quarter as exports and capital expenditures shrank due to a slowdown in its largest trading partner, China, and debt-crippled Europe.
The Bank of Korea said Thursday in its preliminary estimate that South Korea's economy expanded 2.4 percent over a year earlier in the three months ending in June, the lowest growth since the third quarter of 2009.
The second-quarter gross domestic product was just 0.4 percent higher from the previous three months, when the economy expanded 0.9 percent.
Asia's fourth-largest economy was widely expected to report weak growth for the April-June period, as the central bank unexpectedly cut its key policy rate by a quarter of a percentage point earlier this month, its first rate cut in more than three years.
The surprise rate cut was seen as a sign that South Korea's export-driven economy will face heightened external challenges down the road. Europe appears to be far from resolving its debt crisis and the world's major economies, including key South Korean trading partners China and the United States, feel the pinch of the Europe's woes.
In the April-June period, South Korea's capital expenditures and exports contracted from the previous quarter while growth of domestic consumption weakened.
Capital spending shrank 6.4 percent from the first quarter due to weak investments in the telecommunications sector. Exports of goods and services inched down 0.6 percent as demand for petroleum and steel products declined.
Automobile demand contributed to a 0.5 percent rise in domestic consumption, narrowly avoiding staying flat.
The Bank of Korea forecast South Korea's economy to grow just 3 percent this year, slower than its previously forecast 3.5 percent. An increase in government spending during the second half of this year is expected to contribute 0.2 percentage points, helping South Korea narrowly avoid 2 percent level growth.
"The 3 percent annual growth can be achieved if South Korea's economy expands 3.3 percent during the second half of this year, higher than the first half of this year," Kim Young-beom, a director at the central bank, told reporters.
Most market analysts expect the central bank to further lower borrowing costs before the December presidential election to ease household burdens and boost consumption, as South Korea has to increasingly look internally to sustain growth.
