BlackBerry exec allegedly confirms a new BB10 tablet will launch in 2013 (update: not true)

The company formerly known as RIM is currently rolling out two devices running the new BlackBerry 10 OS, and apparently that's not all it's got in store for 2013. Know Your Mobile India reportedly heard from the Head of Developer Relations for Asia Pacific at BlackBerry, during the recent Z10 launch in India, that a "BB10 tablet is definitely coming later this year." We already knew that BB10 was to be shoehorned onto the PlayBook, and the same exec confirmed that it's still in the works, so your old slate won't be left with outdated software when this new hardware arrives. We've reached out to BlackBerry for confirmation or comment, and will update you when we hear back.

Update: Well, that was quick! The exec mentioned above has told us he was misquoted, and that BlackBerry has no immediate plans for a new tablet, instead focusing fully on the Z10 and Q10 for now. Sorry, folks -- no PlayBook 2 for you.

NASA Discovers New Radiation Belt Around Earth

A ring of radiation previously unknown to science fleetingly surrounded Earth last year before being virtually annihilated by a powerful interplanetary shock wave, scientists say.

NASA's twin Van Allen space probes, which are studying the Earth's radiation belts, made the cosmic find. The surprising discovery ? a new, albeit temporary, radiation belt around Earth ? reveals how much remains unknown about outer space, even those regions closest to the planet, researchers added.

After humanity began exploring space, the first major find made there were the Van Allen radiation belts, zones of magnetically trapped, highly energetic charged particles first discovered in 1958.

"They were something we thought we mostly understood by now, the first discovery of the Space Age," said lead study author Daniel Baker, a space scientist at the University of Colorado.

These belts were believed to consist of two rings: an inner zone made up of both high-energy electrons and very energetic positive ions that remains stable in intensity over the course of years to decades; and an outer zone comprised mostly of high-energy electrons whose intensity swings over the course of hours to days depending primarily on the influence from the solar wind, the flood of radiation streaming from the sun. The discovery of a temporary new radiation belt now has scientists reviewing the Van Allen radiation belt models to understand how it occurred.

Radiation rings around Earth

The giant amounts of radiation the Van Allen belts generate can pose serious risks for satellites. To learn more about them, NASA launched twin spacecraft, the Van Allen probes, in the summer of 2012.

The satellites were armed with a host of sensors to thoroughly analyze the plasma, energetic particles, magnetic fields and plasma waves in these belts with unprecedented sensitivity and resolution.

Unexpectedly, the probes revealed a new radiation belt surrounding Earth, a third one made of super-high-energy electrons embedded in the outer Van Allen belt about 11,900 to 13,900 miles (19,100 to 22,300 kilometers) above the planet's surface. This stable ring of space radiation apparently formed on Sept. 2? and lasted for more than four weeks.

"The feature was so surprising, I initially foolishly thought the instruments on the probes weren't working properly, but I soon realized the lab had built such wonderful instruments that there wasn't anything wrong with them, so what we saw must be true," Baker said.

This newfound radiation belt then abruptly and almost completely disappeared on Oct. 1. It was apparently disrupted by an interplanetary shock wave caused by a spike in solar wind speeds.

"More than five decades after the original discovery of these radiation belts, you can still find new unexpected things there," Baker said. "It's a delight to be able to find new things in an old domain. We now need to re-evaluate them thoroughly both theoretically and observationally."

A radiation mystery

It remains uncertain how this temporary radiation belt arose. Van Allen mission scientists suspect it was likely created by the solar wind tearing away the outer Van Allen belt.

"It looks like its existence may have been bookended by solar disturbances," Baker said.

Future study of the Van Allen belts can reveal if such temporary rings of radiation are common or rare.

"Do these occur frequently, or did we get lucky and see a very rare circumstance that happens only once in a while?" Baker said. "And what other unusual revelations might come now that we are really looking at these radiation belts with new, modern tools?"

The scientists detailed their findings online Feb. 28 in the journal Science.

AUCKLAND, New Zealand (AP) ? A shark possibly 14 feet long killed a swimmer near a popular New Zealand beach on Wednesday, then disappeared after police attempting to save the man fired gunshots at the enormous predator.

Muriwai Beach near Auckland was closed after the fatal attack, one of only about a dozen in New Zealand in the past 180 years.

Pio Mose, who was fishing at the beach, told The New Zealand Herald he saw the swimmer struggle against the "huge" shark. He told the man to swim to the rocks, but it was too late.

"All of a sudden there was blood everywhere," Mose said. "... I was shaking, scared, panicked."

Police Inspector Shawn Rutene said in a statement that the swimmer, was about 200 meters (650 feet) offshore when the shark attacked. He said police went out in inflatable surf-lifesaving boats and shot at the shark, which they estimate was 12 to 14 feet long.

"It rolled over and disappeared," Rutene said, without saying whether police are certain that they killed the creature.

Police recovered the body of the swimmer. The Herald reported that he was Adam Strange, a 46-year-old television and short film director, and that his family issued a statement expressing their shock and requesting privacy.

About 200 people had been enjoying the beach during the Southern Hemisphere summer at the time of the attack. Police said Muriwai and other beaches nearby have been closed until further notice.

Police did not say what species of shark was involved in the attack. Clinton Duffy, a shark expert with the Department of Conservation, said New Zealand is a hotspot for great white sharks, and other potentially lethal species also inhabit the waters.

Attacks are rare. Duffy estimated that only 12 to 14 people have been killed by sharks in New Zealand since record-keeping began in the 1830s.

"There are much lower levels of shark attacks here than in Australia," he said. "It's possibly a function of how many people are in the water" in New Zealand's cooler climate.

He said that during the Southern Hemisphere summer, sharks often come in closer to shore to feed and to give birth, although that doesn't necessarily equate to a greater risk of attack.

"Ninety-nine percent of the time they ignore people," he said. "Sometimes, people get bitten."

Around the world, sharks attacked humans 80 times last year, and seven people were killed, according to the University of Florida's International Shark Attack File. The death toll was lower than it was in 2011 but higher than the average of 4.4 from 2001 to 2010.

Noise Pop 2013: Four Excellent Shows That Aren't Sold Out Yet (VIDEOS)

Hey, so Noise Pop 2013 started this week!

And if you don't have tickets or a badge to this year's most-anticipated shows by this point, you probably aren't getting in. (Sorry!) That doesn't mean, however, that you're out of luck when it comes to checking out San Francisco's premier club-based indie music festival. There are still some promising shows with tickets available.

For those of you who are just getting your weekly agendas straight, here are four good Noise Pop shows to consider.

• Wednesday, Feb. 27: Ceremony, Terry Malts, and Synthetic ID @ Rickshaw Stop

  Well, look at that: Three of the bands on this bill made our list of the <a href="http://blogs.sfweekly.com/shookdown/2012/12/the_10_best_san_francisco_indie_rock_albums_2012.php">10 best Bay Area indie rock records of 2012</a>. North Bay outfit Ceremony has traded its punchy hardcore for steaming, brutal indie rock, maintaining much (if not all) of its intensity, and becoming vastly more listenable for those of us who aren't 19 and straight-edge. Terry Malts made a stupidly good power-pop record for its Slumberland debut last year, a 14-song ode to the Ramones on which every other track could be a hit single. And post-punk outfit Synthetic ID's neurotic, restrained debut LP immediately put this Oakland group on the map. If your tastes lean toward the punk side of things, this is the Noise Pop show for you. Tickets are $12; Comadre and Permanent Ruin round out the bill.

• Thursday, Feb. 28: !!!, White Arrows, and the Mallard at @ Great American Music Hall

  Remember the dance-punk heyday circa 2004? Gosh, do we. And while that white-belted era of yore has undoubtedly passed, Sacto torch-bearers !!! remain as dedicated to their wildly entertaining live show as ever. Frontman Nic Offer bounds and stage-dives and taunts the crowd, and the band's beat-driven rock retains its potential for nonstop kinetic inspiration. Who needs buzz when you've got a crazy frontman and endless rhythms? L.A. psychotropical pop kids White Arrows and quickly-rising S.F. rockers the Mallard help make this an excellent Thursday night option. The Yellow Dogs play, too, and tickets will run you $21 (advance) to $23 (at the door).

• Friday, March 1: Golden Void, Wild Moth, and DSTVV @ Bender's (FREE)

  Not all the good shows happen late at night. At this year's Noise Pop, the free happy hour parties at Bender's are packed with promising locals. There's none better than Friday's, which features local psych-rock supergroup Golden Void (whose Thrill Jockey debut came out last year), and the fierce, melodic post-punk of S.F.'s Wild Moth. Add locals DSTVV to the list, remember that there's no cover, and this could easily be one of the best small shows of the festival.

• Saturday, March 2: YACHT, Tussle, and Shock @ Slim's

  After being reminded of their live presence at last year' Outside Lands festival -- where Claire Evans, Jona Bechtolt, and Co. joked, danced, and inquired their way through a charming 45 minutes -- we recommend seeing YACHT anytime you can. Though probably best known for the 2009 quasi-novelty hit "Psychic City," the group's senses-assaulting "Second Summer" from December proves it's still in its prime. Tussle's adventurous electronica and Shock's dance-pop make this an ideal Saturday night lineup. Also with Future Twin for $18 (advance) or $20 (doors).

Idaho braces for battle over legalizing medical marijuana

SALMON, Idaho (Reuters) - Idaho, a state known more for growing potatoes than marijuana, is bracing for a battle to legalize medical marijuana, as a growing number of U.S. states permit pot for both health and recreational use.

The Idaho Senate on Monday made its position clear with a 29-5 vote against allowing marijuana for even medical uses in the conservative state. The resolution, which will now go to the state House of Representatives, is only a political gesture. Marijuana is already illegal under both state and federal law.

Proponents of liberalized pot laws - spearheaded by a group called Compassionate Idaho - told senators last week they were working on a medical marijuana initiative they hope to place on the state ballot next year.

Eighteen states, plus the District of Columbia, have legalized marijuana for medical use, according to the National Conference of State Legislatures.

In November, Washington state and Colorado went a step further and voters approved legalizing pot for recreational use.

Chuck Winder, assistant majority leader of the Republican-led Senate, told lawmakers on Monday that the anti-marijuana measure he crafted was vital to ensuring the safety of Idaho residents, especially children.

Republicans also hold a majority in the state House.

While the majority of Idaho senators on Monday expressed staunch opposition to legalization of marijuana in the state, some local officials and political leaders in the more liberal-leaning Sun Valley area have pushed to relax marijuana laws.

"It chases ghosts that haven't appeared yet in anticipation that they might," Senate Minority Leader Michelle Stennett of the affluent resort community of Ketchum said of the resolution. She said the measure was dismissive of those who rely on marijuana to provide relief from pain and other chronic health conditions.

Why Pluto can't have a moon named Mickey

NBC News' Alan Boyle joins the SETI Institute's Mark Showalter and Franck Marchis in a Google+ Hangout marking the end of the "Pluto Rocks" moon-naming contest.

Vulcan and Cerberus (or Kerberos) emerged as the people's choices for naming Pluto's tiniest moons in the SETI Institute's "Pluto Rocks" contest, which ended on Monday. But in the course of running the contest, the organizers fielded 30,000 write-in suggestions ? and you may well see some of those suggestions surface in the future.

"I've been delighted by the response," said Mark Showalter, a planetary scientist at the SETI Institute who played a leading role in the discovery of Pluto's fourth and fifth moons. Showalter was the point person for the moon-naming contest, which drew more than 450,000 online votes over the past two weeks.

More than 20 names were on the ballot, including Vulcan (the Roman god of fire) and Cerberus (the watchdog of the underworld). Vulcan was added to the list after the contest started, at the urging of "Star Trek" actor William Shatner, and grabbed the lion's share of the votes. But there were scads of other suggestions that weren't used, mostly because they weren't in line with the International Astronomical Union's tradition that the moons of Pluto should be named after figures from Greek or Roman mythology with some sort of connection to the underworld. Pluto was himself the mythological god of the underworld.

It's the IAU that has the final say over the names for the moons, which were discovered over the past couple of years and are now known merely as P4 and P5. Now that the crowdsourcing contest is over, Showalter willl be meeting with his colleagues on the discovery team and discussing whether to go with Vulcan and Cerberus or some other names. The names selected by the discoverers will then be considered by IAU committee members for adoption or reconsideration.

"It could take one to two months for the final names of P4 and P5 to be selected and approved," Showalter said on the "Pluto Rocks" website. "Stay tuned."

During a Google+ Hangout, Showalter mentioned the two most frequently suggested names that were left off the ballot. No surprise there: Considering that Pluto is a Disney cartoon character as well as a dwarf planet, you'd expect that Mickey and Minnie (as in Walt Disney's talking mice) would be the favorites.

"Yes, I am a big fan of Disney myself, but no, they are not compliant names," Showalter said. Although Mickey and Minnie make a cuter couple than Orpheus and Eurydice, they're not Greek or Roman mythological characters connected with the underworld.

Some of the other names, however, may come up again. When NASA's New Horizons probe sails past Pluto in 2015, still more mini-moons might be spotted. P6, P7 and so on would provide additional opportunities for the "compliant names" on Showalter's newly expanded list. And that's not all: New Horizons' camera could to snap pictures of previously unseen features on Pluto and its moons, That opens up a new frontier for names.

The names of planetary features don't have to follow the rules about Greek or Roman mythology: On Mercury, for example, craters are named after famous writers and artists. The hydrocarbon lakes detected on Titan, Saturn's largest moon, are named after the earthly lakes they resemble. Titan's mountains are named after the fictional mountains from "The Lord of the Rings" and other works by J.R.R. Tolkien, while the Saturnian moon's dark plains are named after planets from the "Dune" science-fiction series.

For Pluto and its moons, "we have all kinds of options," Showalter said. He noted that the naming suggestions followed some potentially appealing trends ? specifically, Norse mythological figures as well as characters and locations from the "Star Wars" movie series and H.P. Lovecraft's fantasy and horror tales. Might we hear about Mount Loki, the Hoth ice sheet or Cthulhu Crater in the years to come? Will some scientist pick up on the Vulcan connection and start naming the hills of a Plutonian moon after Worf, Quark, Chakotay and T'Pol? To paraphrase another character from the "Star Trek" saga: "Make it so!"

Design and Features
The XPS 10 follows the now familiar hybrid tablet format. Primarily, it's a slate tablet, measuring a slim 0.36 by 11 by 7 inches (HWD) and weighing 1.36 pounds. Connected to its keyboard dock, the system grows to just under an inch thick (0.94 inch) while keeping its other dimensions, and the combo weighs in at 2.63 pounds.

Like other tablets, the XPS 10 is constructed from magnesium alloy and has a soft touch finish. The screen is covered by seamless Asahi Dragontail glass, and has a five-point touch capability. (Asahi Dragontail glass is a strengthened glass competitor to Corning's Gorilla Glass.) The tablet latches to the keyboard dock easily, and can be removed just as easily by pushing a sliding tab on the keyboard dock hinge. When the two are connected, the XPS 10 looks and acts like a small laptop, with a comfortable keyboard and one-piece multitouch trackpad.

Around the edges of the XPS 10 are the tablet's docking/charging connector, a micro-USB port (with included full sized USB port dongle), volume control, micro-SD card slot, and headset jack. The keyboard dock has a pair of USB 2.0 ports, a mini-HDMI port (with included mini-HDMI to full HDMI dongle), and charging port. You can plug the AC adapter into the dock or the tablet's docking connector for charging, one AC adapter is included with the tablet, and one with the keyboard dock ($180). Since you have both chargers, you can leave one at home and carry the other with you in your travel bag. If you're in a pinch, you can use a standard micro-USB cable and USB charger to recharge or power the XPS 10, albeit at a slow trickle rate.

One nicety we found during testing are the keyboard dock's built-in speakers. When the tablet is used alone, the sound is fine for Web surfing and alert sounds. When you connect the keyboard dock, the speakers in the dock work in concert with the speakers in the tablet to give you a louder, richer audio experience. The combo won't replace an external soundbar for critical viewing/listening, but with this combo you won't have to turn on closed captioning to understand what's going on (in dialogue-heavy movies), especially if you're sharing the screen with a friend.

The XPS 10's IPS screen measures 10.1 inches (diagonally), which matches the screen size of its other hybrid docking tablet rival, the Asus VivoTab RT. Both screens are physically smaller than the 10.6-inch screen on the Microsoft Surface with Windows RT, even though all three screens sport a 1,366-by-768 resolution. The XPS 10's IPS screen is easily viewable from many angles, and its resolution supports 720p HD video. Any 1080p HD video can be downscaled for viewing on the system's screen, but it's a better viewing experience to watch 720p videos natively instead.

Accelerometers make sure the screen is always pointing "up" whether you are holding the system in portrait or landscape mode. Taps and swipes on the screen were responsive, as were the controls on the physical keyboard dock and trackpad. The responsive trackpad is an improvement over the VivoTab RT and even some ultrabooks like the Vizio 14-Inch Thin + Light (CT14-A4) .

There are two major drawbacks with Windows RT: compatibility and the closed ecosystem. Since the XPS 10 and other RT-based systems run a version of Windows over an ARM processor (the Qualcomm Snapdragon S4), older programs are not compatible with RT. The only source for programs is the Windows Store in the system's Start screen. You can't download and install your favorite browser, you can't buy programs from a third party site (like Steam or Origin), and you can't install many browser plug-ins either. The one plus on the program side is that the system comes with Microsoft Office 2013 RT (Home and Student) pre-loaded, and that the system is somewhat protected from viruses (through Windows Defender and the fact that x86 code won't run on it).

The system is bloatware free, since the only pre-loaded programs are Office, Skype, Dell Shop (physical products from Dell), Getting Started with Windows RT (a help program), and Dell dock settings. Getting Started with Windows RT is a good set of videos and documentation to help new users learn how to use Windows RT and the new user interface. When we pulled the XPS 10 out of its box, we noticed that it only has 15.9GB free out of a 23.8GB indicated. This means that you better view most of videos from online, as you won't have too much local storage unless you pop a microSD card into the XPS 10. Still, 16 GB should be enough for Office files like Word documents and Excel spreadsheets. You can also use Microsoft's SkyDrive for cloud storage.

When connected to the Web, the XPS 10 is an excellent tool. Internet Explorer starts up quickly, and websites load quickly as well. Programs like Netflix and Hulu+ work as you'd expect. However, as stated above, the number of Windows RT compatible apps is still severely limited compared with those for Android Tablets and iPads. About the only thing that RT tablets have over the other mobile platforms are the fully compatible copy of Office and the fact that the OS on RT tablets acts like a typical Windows OS. The XPS 10 comes with a one-year warranty standard with options for extending that warranty through Dell's ProSupport service.

Performance
Because of its ARM-based processor, the Dell XPS doesn't run our Windows benchmark tests like 3DMark 11 or PCMark 7. The test that we can run is one of the most important: battery life. The XPS 10 lasts a staggering 11 hours and 34 minutes alone, and tops 20-and-a-half hours (20:36) when connected to its fully charged keyboard dock. This is a phenomenal amount of battery life. It's certainly enough to last the whole flight between virtually any two nonstop points on the planet (currently the Newark to Singapore flight SQ21, at 18 hours, 50 minutes). This means the XPS 10 and dock last a lot longer than the Asus VivoTab RT with its dock (16:03) or alone (9:37). The XPS 10 also outlasted the Microsoft Surface RT (7:45). While all of the RT tablets outlast laptops and tablets with ultrabook-class processors like the Microsoft Surface Pro (4:58), Atom-powered tablets can give you full Windows 8 compatibility and long battery life like the Dell Latitude 10 (19:38 with extended battery).

Essentially, it comes down to what you need out of your tablet. If you need the ultimate in portability and don't care at all about compatibility with Windows, then grab an iPad or Google Nexus 7. If you absolutely, positively need legacy program support or Windows 8 Pro compatibility, then a full-blown Windows 8 tablet like the Editors' Choice Dell Latitude 10 or Microsoft Surface Pro is worth the added expense. However, if you need insanely long battery life and your critical "Windows compatibility" needs are limited to Office documents, then you can get a Windows RT tablet like the Dell XPS 10. It's one of the better RT tablets we've seen so far, and our new Editors' Choice for Windows RT tablets.

KABUL, Afghanistan (AP) ? A series of early morning attacks hit eastern Afghanistan Sunday, with three separate suicide bombings in outlying provinces and a shootout between security forces and a would-be attacker in the capital city of Kabul.

The deadliest attack was a suicide car bombing at a state intelligence site just after sunrise in the eastern city of Jalalabad. In that attack, a car approached the gate of a compound used by the National Directorate of Security and exploded, killing two guards and wounding three others, said regional government spokesman Ahmad Zia Abdulzai. The building was damaged in the attack, he added.

Taliban spokesman Zabiullah Mujahid claimed responsibility for the bombing.

Shortly before the Jalalabad attack, an assailant detonated a van packed with explosives at a highway police checkpoint in Logar province, also in the east. That explosion wounded three police officers but no one was killed, said Deputy Police Chief Rais Khan Abdul Rahimzai.

In Kabul, meanwhile, police shot and killed a would-be suicide bomber who was trying to attack an intelligence agency office downtown, according to the city's deputy police chief, Gen. Mohammad Daud Amin. Intelligence agents spotted the bomber before he could detonate the explosives in his vehicle and shot him, Amin said.

The explosives in the vehicle were later defused, he added.

Later in the morning, a man wearing a suicide vest blew himself up outside the police headquarters for Baraki Barak district in Logar province. The man was stopped by police as he tried to force his way into the building, but still managed to detonate his vest, said Din Mohammad Darwesh, the provincial government spokesman.

One policeman was wounded in the Baraki Barak attack, Darwesh said.

Wikipedia expects to offer SMS-based access within months

Wikipedia has long been pushing for access to its communal knowledge among those who can't afford the latest technology, going so far as to strike deals with carriers to deliver free mobile web viewing. It's set to expand that reach to those for whom any advanced cellphone is out of the question. In part through the help of a Knight News Challenge grant and South Africa's Praekelt Foundation, the non-profit's Wikipedia Zero effort will offer its content through SMS and USSD messages in the next few months. Curious users will just have to send a text message to get an article in response, with no web required at all. It's a big step forward for democratizing online information for those who may not even have access to a smartphone, although we're curious as to how it will handle large articles; we can only imagine the volume of messages when trying to look up the known universe.

'Fairy tale': Team slays giants, wins over Dalai Lama

BRADFORD, England --?It is the sort of "fairy tale" story that sounds made for Hollywood.?

Led by the unlikeliest of heroes, a passionate team of underdogs emerges from the shadow of near-bankruptcy to go an improbable winning streak, eliminating a series of big-name (and huge-budgeted) rivals and bringing hope to their poverty-stricken hometown.

But the real-life story of Bradford City Football Club might be too unbelievable for even the most cliche-loving studio exec who's watched "Hoosiers" and ?"The Bad News Bears" one too many times.

Assembled for just $10,000, the team's extraordinary exploits?have spirits soaring in the Yorkshire city and far beyond.

Currently?lying in 79th place out of the 92 top clubs in England, Bradford City?will on Sunday contest a national cup final after a succession of thrilling, giant-killing triumphs over teams including Arsenal, the London-based club?valued at $1.5 billion last year.

One of Bradford's biggest stars was stacking shelves in a local supermarket not long ago. Now James "Big Jim" Hanson will find himself playing in front of 90,000 fans at London's iconic Wembley Stadium and a television audience of millions.

A representative of the Dalai Lama even wrote a letter to say the exiled Tibetan religious leader wished Bradford City's fans "every success in the big match."?

The Dalai Lama was presented with a Bradford City FC jersey during a recent visit to Yorkshire.

Lying in wait for "The Bantams" will be?Swansea City, currently eighth in the top English league, and its star striker, Miguel Michu.

Michu is third in the Premier League in goals this season and Swansea's manager has warned rivals it would take $47 million in compensation for the club to let him leave. By contrast, Bradford are currently 11th in the fourth level of English professional soccer.

Mark Lawn, Bradford City's co-chairman, can hardly believe the transformation in fortunes that has seen Bradford reach the?Capital One Cup?final -- a competition traditionally known as the League Cup.

The self-made businessman put money into the 110-year-old club to help it survive after debts of about $55 million saw it threatened with bankruptcy at least twice. It has been "a labor of love" that at times prompted him to question his own sanity.

'We've created history'
Lawn, 52, recalled vomiting on the team bus on the way back from a defeat at Morecambe amid fears the club was on the verge of financial collapse. After another loss, his car was attacked by angry Bradford City fans.

"It's not really sunk in," Lawn said. "We are the only fourth-tier team to get to Wembley ever. We've created history. The town is buzzing. It's amazing ? it's just lifting the town."

"It's nearly got me believing in God again. I lost faith in God or religion in general when I lost my mother and father," he added. "I thought if we win then there's got to be summat ('something' in the Yorkshire dialect). I've said if we did do it, I will look at finding religion again."

Sitting in the club's 1911 room --?named for the year the club last won a major trophy?-- Lawn played down his team's chances.

"I just hope Swansea are easy with us ? They are a great side," he said. "I think they'll beat us, being realistic. But it's not about that for Bradford fans and Bradford City."

Once a thriving industrial city, Bradford is now?one of the most deprived places in the U.K.?Nearly a?quarter of all households are jobless, long-term?youth unemployment rates are soaring, local government spending?is being cut dramatically.

Lawn grew up in Bradford's rundown Thorpe Edge area, where many houses are owned by the local government and rented out cheaply, and recalled as a child sneaking in to watch the team play without paying.

Thorpe Edge is a place with few reasons to celebrate. Annice Brearley, an outreach worker at?Thorpe Edge Community Project, runs a program for children in which they wash cars and pack bags in local stores to raise money for trips to parts of England they would otherwise be unable to visit.

The neighborhood, she said, was "not a wealthy place ? there's a lot of people who don't have much."

But Brearley, 46, said that the team's soccer success has "nobody thinking about stuff like that."?She spent 11-and-a-half hours in line to buy a ticket for the final.?

"It's something like 102 years since anything good like this [the 1911 cup win] happened in Bradford," she said. "Nobody thinks Bradford City is going to lose. We're all really positive. It will be a brilliant day."

Not far from Thorpe Edge is the small Co-operative supermarket where hometown hero Hanson stacked shelves for two years before joining the club in 2009.?

"He used to work at the Co-op" has become a chant among supporters.

Staff at the Co-op supermarket in Idle Village, Bradford -- Elisa Taylor, 24, her mother Ruth Taylor, and Jeanette McDonald -- will be cheering for former colleague James Hanson in Sunday's Capital One Cup final.

Former colleague Ruth Taylor said Hanson was "really lovely, a really gentle, nice lad."

"He always talked about his football," she recalled. "He loved it. We knew he were going to make it."

She insisted the 25-year-old striker would not choke after stepping into the national spotlight. "He takes it all in his stride, he's quite a laidback chap is James."

"I think he'll be really excited. It's like a big dream come true for him. He deserves it so much." she added. "They haven't had a lot to celebrate recently have Bradford. This would be a great morale booster, especially for this area. It would just go crazy."

Hannah Postles, 27, a journalist with Bradford's?Telegraph & Argus newspaper, has been covering the growing excitement in the city in articles and?a live blog.

'Big, burly men crying'
She recounted going to a bar to report on people watching the second of two semi-final games against top-tier Aston Villa on television.

"In the last four minutes, I swear I didn't breathe. It was so close, and you could see Villa firing on all cylinders," Postles said. After the final whistle, the emotion came. "Big, burly Bradford men crying is not something you see very often."

"It's hard not to find yourself getting swept up in it," she said. "It's been a massive inspiration to everyone in Bradford."

Her blog for the paper has been filled with reports of fans traveling from all over the world to attend Sunday's game.?

One, Mike Hitch, a ship's captain originally from Bradford, said he was planning to spend more than 21 hours in the air to fly halfway around the world from Tahiti to watch the game.?

"This will never happen again in my lifetime," the 46-year-old said Thursday by phone from the Pacific island. "If anything goes wrong, then I'll be looking for a sports bar in an airport."

Bradford City beat six teams to get to the final, reaching the quarter-finals by triumphing over Premier League team Wigan on penalties after a 0-0 draw. They then drew 1-1 against Arsenal but were victorious in the penalty shootout.

The semi-final against Aston Villa consisted of two games, ending in a 4-3 aggregate victory for Bradford.

Bradford City FC manager Phil Parkinson said that although his players earned "peanuts" compared to counterparts on the Premier League teams they had knocked out of the competition, they possessed "incredible desire."

"Bradford has had some tough times over the last few years -- and not just the football club but the city," he added. "People are now walking around with a spring in their step."

The unlikely success has left many Bradford fans confident of another victory on Sunday.

"We haven?t come this far not to win it,"??said Mark Neale, a member of fundraising group?Friends of Bradford City?who has supported the team for 50 years.?

But he said that "the mere fact they've got to Wembley means this team of players will always be legends in Bradford."

"There's not a lot of pride in Bradford, but the pride in Bradford City (soccer club) is immense and it's rubbing off on people who are not normally interested in football," said Neale, 59.

Alan Carling, of?Bradford City Supporters' Trust, said they had beaten three Premier League clubs "so we?are not phased by a fourth. Bring it on."

"Everyone has been going round Bradford with a big grin on their face.?City's achievements have caught the imagination of the world, and lifted the image of Bradford, which is often subject to condescension?from southern England," he added.

But people with little connection to the area have also been attracted by success of a true underdog.?

Carling said he was interviewed by a Japanese television crew on Wednesday, while Neale received the letter from the Dalai Lama ahead of the game.?

Neale's supporters' group had previously presented the Buddhist spiritual leader with a Bradford jersey while he was in the area, after noticing the similarity between the team's colors and his robes.

In a telephone interview, Tenzin Taklha, one of the Dalai Lama?s secretaries in Dharamsala, India, said while His Holiness was "not really" a soccer fan, Bradford's success was "a fairy tale."?

"Everyone likes these stories and likes to follow that,? he said. "May the best team win ? we?ll keep our fingers crossed."

WASHINGTON (AP) ? Michelle Obama says she's eyeing another campaign in 2016 and, contrary to speculation, it doesn't involve running for public office.

During her first appearance on "Late Night With Jimmy Fallon" on Friday, the host asked her to consider a Michelle-Hillary ticket for president in 2016. The latter is former Secretary of State Hillary Rodham Clinton, who lost the 2008 Democratic presidential nomination to Mrs. Obama's husband. Speculation is rampant that Clinton is gearing up to run again in 2016.

"You know, I have my eye actually on another job. And I hear that when Jay Leno retires that 'The Tonight Show' position is going to open and I'm thinking about putting my hat in the ring," the first lady says, according to an excerpt of the appearance released before airtime by NBC.

"I got my hat in the ring," Fallon replies.

Mrs. Obama then asks for his opinion, but Fallon's answer suggests he's had a quick change of heart about challenging her. "I'm done thinking about it," he says, laughing.

The first lady visited the late-night talk show to promote "Let's Move," her anti-childhood obesity campaign, which marked its third anniversary this month.

She also danced with Fallon, who was dressed like a woman.

Besides the appearance on "Late Night," Mrs. Obama discussed the initiative while in New York City during segments taped for broadcast Tuesday on ABC's "Good Morning America" and Thursday on "The Dr. Oz Show." Next Wednesday, Mrs. Obama embarks on a two-day promotional tour, with stops in Clinton, Miss.; Chicago; and Springfield, Mo.

The very government and security forces meant to protect Mexicans from the violence that has overwhelmed the country during its drug war played a role in the disappearance of nearly 150 people over a six-year period, with little or no investigation into the cases, Human Rights Watch announced yesterday.

The new report, entitled ?Mexico?s Disappeared: The Enduring Cost of a Crisis Ignored,? documents some 249 cases of disappearances between December 2006 and 2012, with 149 providing ?compelling evidence? that state security officials were involved. The involvement is not limited to Mexico?s notoriously corrupt local police, but includes evidence of participation by members of all security branches, including the Army, federal and local police, and the oft-lauded Navy.

In more than 60 cases, the human rights group found proof of collaboration between state agents and crime syndicates. One example cited in the report was the case of 19 construction workers ?arbitrarily? taken into police custody in May 2011, only to be handed over to an organized crime group. The men have not been seen since then, and Human Rights Watch postulates in cases like this security forces and crime groups work together to disappear citizens in order to extort their families.

But the 249 cases investigated in the report do not represent the entirety of Mexico?s population that has gone missing over the past six years.

According to the Los Angeles Times, Atty. Gen. Jesus Murillo Karam said in late 2012 that thousands of people were disappeared during President Felipe Calder?n?s six-year term in office.

This week, a senior government official placed the number of disappeared in Mexico at 27,000. Human Rights Watch, however,?finds the government?s tally incomplete, reports The New York Times. ?Among other problems, the list fails to distinguish how many were eventually found or how many people left by choice,? though it is a good indicator of the scale of the problem, The NY Times notes.

"President Pe?a Nieto has inherited one of the worst crises of disappearances in the history of Latin America," said Jos? Vivanco, the Americas director of Human Rights Watch. Countries like Argentina, which is still dealing with the repercussions of the state?s role in the disappearance of citizens during its military dictatorship that ended in 1983, illustrate the long-term implications of such activity.

According to The Christian Science Monitor, President Calder?n, who left office in December, attempted to fight organized crime head on, with often deadly results. An estimated 70,000 people died in Mexico since 2006.

President Calder?n, of the conservative National Action Party (PAN), made fighting drug cartels the cornerstone of his administration ? a calculation he made clear by donning Army fatigues and telling the nation he meant business in January 2007, just a month after taking office. While Mexicans largely hailed this courageous move to send thousands of military personnel to root out organized crime from urban pockets and tiny pueblos alike, they quickly wearied from the unthinkable slaughter and its impact on society.

Human Rights Watch has called on the new administration of Enrique Pe?a Nieto, which began in December 2012, to account for those who are missing. It recommended reforming the military justice system and creating a national database that could link the missing with the thousands of bodies that have been left unidentified during Mexico?s drug-war violence.

The Wall Street Journal reports that President Pe?a Nieto has taken some steps to change the nature of fighting crimes since taking office.

? Mr. Pe?a Nieto has folded the ministry that used to be in charge of the Federal Police into the Interior Ministry. Mr. Pe?a Nieto also has plans to form a 10,000-strong militarized police force, called a Gendarmerie, similar Spain's Guardia Civil or France's National Gendarmerie to patrol rural areas.

A separate Christian Science Monitor story notes that although Pe?a Nieto hasn?t backed away from using the military to fight crime, his administration has ?promised a more multi-faceted approach.?

A Human Rights Watch delegation presented copies of its report to representatives of the current administration, which responded by saying it is ?working to prevent disappearances and improve search methods,? reports the LA Times.

But Nik Steinberg, an author of the report, said, "As positive as that is, none of this can work until the government starts to do what the previous government never did and determines who is responsible and brings them to justice.?

Investigating crimes and bringing justice to victims is an ongoing challenge in Mexico. According to The Christian Science Monitor, the Mexican justice system has the capacity to pursue some 4,000 cases of homicide each year.? But given the ongoing drug war, homicides have gone up to close to 25,000 annually, overwhelming the justice system and its resources to try all types of crimes. ?

President Pe?a Nieto has also taken steps to address the needs of victims through legislation such as The General Law of Victims, which passed this year after stalling under Calder?n?s administration. According to The Monitor:

To start, the law makes ?victim? a legally recognized entity. It provides for a victim?s right to respectful treatment, a full investigation of the crime, and the awarding of damages whenever possible.

The law also demands the creation of a new National System of Attention to Victims to aid victims in various capacities, a national victims? registry, and a fund to dole out reparations ? ostensibly?to be?paid for with cash and property seized from criminals.

Critics, including other victims' groups, say the law is flawed. In a statement, the victims? advocate group Mexico S.O.S. highlighted what it sees as the law?s failings. For one thing, the group says, it only covers victims of federal crimes, not state and local crimes. And it creates a scheme in which the state must pay out damages caused by a criminal. What's more, they argue that the law defines ?victim? in terms that are unnecessarily sweeping and vague.?

Pe?a Nieto conceded the law ?still needs to be improved? and has asked lawmakers to work up reforms.

Reuters reports that family members of some of the disappeared "have asked for soldiers guilty of rights abuses to be judged like civilians." Mexico?s Supreme Court has approved such measures.

"To us it just seems that the military is untouchable," Laura Orozco, who says she witnessed her brother's military-led abduction, told Reuters. "They're bulletproof."
