Forum Energy CEO sees chances for more acquisitions

Forum Energy Technologies was formed through a five-way merger three years ago and hasn?t stopped growing. The acquisition of Moffatt 2000 Ltd., announced earlier this month, was the company?s 14th, and CEO Cris Gaut said Forum continues to look for opportunities that expand what it can offer customers.

Gaut worked for Ensco International ? he was co-chief operating officer and now serves on the board of directors ? and was president of the drilling and evaluation division at Halliburton before taking the helm at Forum. He talked with FuelFix about Forum?s growth and how the company evaluates new opportunities. Here are edited excerpts:

FuelFix: What will the acquisition of Moffatt 2000 give your company?

Gaut: We are growing our drilling equipment business, our subsea business and our production business. The acquisition of Moffatt 2000 fits into our subsea business line and expands the product offering for our existing customer base, the offshore construction companies.

Moffatt is a leading provider of pipeline integrity and testing equipment, based in Newcastle, in northeast England.

FuelFix: So it will strengthen your position in Europe?

Gaut: Moffatt has a good market position in the North Sea, and with the combination of Moffatt and Forum, we can expand their sales into Brazil and the Gulf of Mexico and Asia. We?re already pretty big in the North Sea with our remotely operated vehicles. This is just another product that helps us with that market position in the North Sea.

FuelFix: Just before that, you closed on the acquisition of Blohm + Voss Oil Tools, and a joint venture with Quantum Energy Partners to purchase Global Tubing. How did that add to your portfolio?

Gaut: Blohm + Voss expands our drilling equipment business. It primarily serves international drilling contractors, offshore drilling contractors. Previously, Forums? offering was primarily directed to North American drilling contractors, so there?s an obvious complement there.

With Global Tubing, part of our strategy is to look for companies in markets that are fairly consolidated, where there aren?t a large number of big competitors. Another aspect of Global Tubing?s business that was attractive is their products are repetitive sales. The oil service companies who use Global Tubing for the servicing of their wells and the completion of their wells frequently have to replace the coiled tubing. We like the repetitive nature of the business.

FuelFix: What guides you in looking for companies? How do you know what?s the right fit?

Gaut: Strategically they need to fit with our existing business lines. So we?re looking for things that will help us round out our production lines. We look for companies that have established a good market position but might need further help or additional resources to take their growth to the next step.

Obviously we have to review many different opportunities and talk to many different prospects in order to winnow that down to the deals that finally get completed.

FuelFix: Do you have a goal that you want to reach and then you?ll slow down on acquisitions, or is it all about being ready for the right opportunity?

Gaut: At this point, we see a very good environment for future acquisitions and a large number of attractive opportunities. But we are also continuing to grow organically, developing products internally, expanding geographically.

FuelFix: How much of your growth is acquisition vs. internal?

Gaut: It?s been about half and half.

FuelFix: How did your background with Halliburton and Ensco prepare you for running a company?

Gaut: When I joined Ensco, it was very small. We made Ensco a success through a large number of acquisitions and rapid growth. I had the opportunity to be very involved and benefit from that experience. I also learned a great deal from my time with a much larger oil service company in Halliburton and the very sophisticated systems that a larger company like that has.

Second-Gen Nexus 7 Coming Soon to Canada

Users in Canada will soon be able to purchase the recently unveiled second-generation Nexus 7 tablet PC, as Google themselves confirmed plans to bring it to shelves in the country in the not too distant future.

Apparently, the device is set to hit stores there as soon as this week, with Best Buy and Future Shop (which already list it for reservations) expected to launch it on July 30, and with Staples said to have it up for grabs as of July 31.

According to a recent article on MobileSyrup, however, only the 16GB Wi-Fi flavor of the device might be released, with a price tag of $249.99 (?183).

Google has already listed the new Nexus 7 on its website with a ?coming soon? tag attached to it, which means that users will also be able to purchase it via the official Google Play Store soon. However, it remains to be seen what price tag it will sport at the company.

Ford recalls 33,021 C-Max hybrid cars due to roof issue

(Reuters) - Ford Motor Co said it was recalling 33,021 C-Max hybrid cars because a roof component did not meet requirements for protecting against head injuries.

The vehicles were built between January 19, 2012, and June 26, 2013, in Michigan. Only vehicles without the optional panoramic glass roof are included in the recall.

Ford said it would install plastic energy-absorbing material under the roof on both sides of the vehicle to correct the problem.

No accidents or injuries have been attributed to the issue, the company said. Tests by the National Highway Traffic Safety Administration and the company uncovered the roof safety issue.

Former Montana coach Robin Pflugrad defends program following penalties

MISSOULA, Mont.?Penalties to the University of Montana football program following an investigation are the result of the NCAA being "extremely technical," former head coach Robin Pflugrad said.

Ex-athletic director Jim O'Day said the NCAA spent so much time investigating that it had to find something wrong.

The NCAA on Friday said the school and Pflugrad failed to monitor the football program, allowing boosters to provide benefits to players, including bail money and free legal representation for two players. The NCAA also said in the results released following a yearlong investigation that other player perks provided by boosters included free meals, clothing, lodging and transportation.

The penalties, many self-imposed by the school, include a three-year probationary period, the loss of four scholarships in each of the next three seasons and vacating five wins in which ineligible players participated after receiving help with their legal problems that is not allowed under NCAA rules.

"I understand some of those scholarship losses only in the fact the NCAA has been in here 18 months and they've allocated a lot of resources and personnel and time to look at it," O'Day told the Missoulian in a story on Saturday." They absolutely had to come away with something. It's no different than the IRS when they go in and they are red-flagged on something. They've got to come away with something."

Pflugrad and O'Day were fired in March 2012 without the university giving a reason. The school was notified of the NCAA investigation in January 2012, but it was not announced until May.

Pflugrad, who is now the offensive coordinator at Weber State, is suspended from coaching during the first game of the 2013 season and faces recruiting restrictions this season. He also must attend an NCAA regional rules seminar in 2014.

He told the newspaper that he disagrees with the NCAA's definition of a "booster." The NCAA determined that backup quarterback Gerald Kemp and cornerback Trumaine Johnson were bailed out of jail after their arrest on Oct. 23, 2011, by the mother of a teammate who paid $130 and $190. Kemp's grandfather later reimbursed the woman.

Police officers used stun guns on the two players trying to break up a loud party.

The NCAA also found that an attorney provided each player with about $1,500 in free legal representation. The NCAA said Pflugrad learned a booster had posted bail, but did not report it to university officials. NCAA officials also found O'Day and the compliance director were aware that a booster was providing legal assistance to the players.

Johnson, who now plays for the St. Louis Rams, and Kemp pleaded no contest to disorderly conduct charges in December 2011.

"In the highest degree of technicality, I looked at that relationship, as a mother of a player whose teammate was in trouble, and when does that cross over to being a booster?" Pflugrad said. "If that's my biggest mistake, then I'm going to move forward with it. Because there has to be some form of humanity in what we do.

"You know the first thing I did, I made sure none of our coaches had bailed out players. That was my job and I moved on from there."

Pflugrad disagreed with his firing.

"There was an overall climate and publicity that assisted in creating a certain atmosphere in which the administration overreacted," he said. "That resulted in the termination of the athletic director and myself as head football coach."

President Royce Engstrom and athletic director Kent Haslam issued statements Friday saying the university has expanded its compliance office and is improving its communication of NCAA rules to the university's fan base.

Steve Jobs: The Least Disruptive Entrepreneur Ever

Last night, as I watched "Jobs," the new Apple-founder biopic starring Ashton Kutcher, I realized something: Jobs was not a disruptor.

The movie doesn't open until August 16, but Open Road Films, the studio releasing it, had invited me and the ReadWrite community to a private screening in San Francisco, after which I moderated a question-and-answer session with Kutcher and the film's director, Joshua Michael Stern.

Kutcher may be burned into the American pop-culture mind as the unduly good-looking comic talent of such hits as "Dude, Where's My Car?"?But in recent years, he has become a more serious actor and a key figure bridging Hollywood and Silicon Valley as an angel investor, backing startups like Flipboard, Path, and Airbnb, among many others.

Kutcher never met Steve Jobs, he told the audience, but he loved him and mourned him.

"I loved a man I never knew," he said. That's because Jobs sought to be loved through the products he created, Kutcher argued.

You Can't Disrupt Your Way To Love

There is a vogue in Silicon Valley today for disruption?the eruptive flood of change, washing away the old and leaving in place the new. Founders are courted by venture capitalists based on their brash declarations of which billion-dollar industry they will overturn.

But the message of "Jobs" is quite different. What we learn by watching Jobs over the decades, from the '70s to the earliest years of the present millennium, is that he was at his best not when he disrupted but when he took what was broken and fixed it.

Disruption is facile. Disruption is easy. Disruption is ineffective. It's the technological equivalent of a temper tantrum?nothing more.

What Jobs did at Apple is the exact opposite.

A Brief History Of Change

If you don't live in San Francisco or the office-park sprawl and leafy suburbs to its south, it is easy to mistake Apple's recent innovations as bursts of change from out of nowhere. And the classic Jobs marketing style?the flashy unveiling, the "one more thing" surprise?sought to cast every new product as revolutionary.

In an all-too-brief two hours, "Jobs" tells the story of Apple and its early team at a pace that shows how every product it brought out built on the last one.

The Apple 1, for example, lacked a keyboard and monitor (though it was more complete than other computer kits of its time). That taught Jobs and cofounder Steve Wozniak that they needed to make an all-in-one device to reach the mass market?that was the Apple II.

And the Apple II's stronghold in classrooms laid the groundwork for the Macintosh's success in that same market.

While the story of "Jobs" ends at the creation of the iMac and the iPod, those inventions, too, relied on decades of effort in industrial design and a courtship of music creators.

What followed?the iTunes Music Store, the iPhone, the App Store, the iPad?were all logical progressions, one building on top of another. They may have been unexpected, but they could never have come other than stepwise, innovation by innovation. These were not disruptive waves?these were stairs of change, solidly constructed, taking Apple and the rest of us to the next level.

Fixing What's Disrupted

Obituaries for Steve Jobs often list the industries whose fates he altered. But he did not disrupt those industries, I'd argue: He came in with solutions to problems at a time when they had already been disrupted.

Take music, for example. Napster had already done its damage by the time Apple appeared on the digital-distribution scene. Likewise, Jobs saw Apple's opportunity in books only after Amazon had already upset the balance of power with book publishers.

When Jobs genuinely tried to disrupt things?say, with the Lisa computer, or his NeXT workstations?he fell flat on his face.

The best inventions do not arrive abruptly. Think of Square, the payments service that doesn't replace credit cards, but makes taking them a little easier for the smallest of businesses. Or consider Twitter, whose evolution from quirky insider-chat tool to worldwide town square took long years of struggle. These are not disruptive technologies: They are evolutionary ones, driven by patience and vision.

If there's any reason for the masses to watch "Jobs," it's this: to learn that truly valuable technology is not about disruption and chaos. Instead, it requires inspiring teams to work for greater goals and creating institutions that last beyond the founder.

I just wasn't expecting to learn that lesson from the star of "That '70s Show."

Chaplain Commanded to Remove Religious Essay From Military Website

Family Research Council (FRC) President Tony Perkins?expressed serious concerns Thursday after learning?that the Air Force had censored a chaplain's inspirational website post, entitled "No Atheists in Foxholes: Chaplains Gave It All in World War II." The phrase, which President Eisenhower made famous in 1954, dates back to the Japanese attack at Corregidor during World War II.

"If President Eisenhower were alive today, the five-star general may be shocked to know that his own speeches are too offensive to be quoted in the military he used to command," said Perkins.

"Just when Americans thought they'd heard it all, an Alaskan military chaplain is being taken to task for fulfilling the job description that most spiritual leaders (until recently) were hired to do: talk about faith.

"Now anti-Christian activists are demanding that the chaplain be punished?but for what? Chaplain Reyes was simply doing his job and engaging in constitutionally protected speech. Like it or not, a chaplain's duties, by definition, are to offer prayer, spiritual guidance and religious instruction."

"There is certainly no possible justification for disciplining him," Perkins added. "Whether the Air Force punishes Reyes or not, the damage has already been done. We have already heard from service members who tell us that this escalation of religious hostility, which is clearly most severe within the Air Force, is having a powerful chilling effect.

"Thankfully, help is on the way for our nation's soldiers, sailors, airmen and Marines. We are encouraged that Congress is on the verge of approving Rep. John Fleming's [R-La.] military religious freedom amendment to the National Defense Authorization Act."?

Earlier this month, FRC, a coalition of groups concerned about religious liberty, and members of Congress released?a new report?documenting incidents of hostility toward religious expression in the military. Additionally, the coalition launched a new website, militaryfreedom.org, to support the religious liberties of America's men and women in uniform. The website also provides the opportunity for service members to report religious liberty violations.

Coalition members supporting this effort include the Chaplain Alliance for Religious Liberty, Center for Security Policy, Media Research Center, Judicial Watch, American Family Association, Liberty Counsel, American Values, Family-Pac Federal, Patriotic Veterans, Center for Military Readiness, American Civil Rights Union and the International Conference of Evangelical Chaplain Endorsers.

Germany seeks EU support for global Internet privacy charter

Germany has urged fellow European Union member states to support its drive for a new global charter protecting personal privacy online.

A letter sent by Germany's foreign and justice ministers to their EU counterparts cites the debate over U.S. intelligence-gathering on the Internet as a reason to expand a 1966 U.N. treaty guaranteeing privacy.

The letter released Wednesday calls for an international agreement that protects privacy in the digital age and suggests convening a meeting of all 167 parties to the International Covenant on Civil and Political Rights.

The United States ratified the treaty in 1992.

The claims about U.S. online spying made by National Security Agency leaker Edward Snowden have become an election issue in Germany two months before the country goes to the polls.

Ultra-rare decay confirmed in LHC

Scientists have confirmed one of the rarest phenomena of decay in particle physics, found about three times in every billion collisions at the LHCb.

They observed a rare transformation of one subatomic particle into another for the first time.

The way this unfolds casts doubt on versions of the theory of physics known as Supersymmetry (Susy).

It was hoped Susy could explain gaps in the most established theory of how the Universe works.

The vast LHC machine, housed in a circular tunnel that runs for 27km beneath the French-Swiss border, smashes beams of protons together at close to light speeds.

Detectors positioned at key points around the underground "ring" are then used to scour the wreckage of these collisions for signs of new particles and physical phenomena.

The theory Susy proposes that each particle has a heavier version of itself which could explain the ever mysterious dark matter, believed to make up a quarter of our Universe.

Needle in a haystack

However, the rate of decay found was predicted by the Standard Model - the framework for particle physics devised in the 1960s and 1970s - even though it's now seen as an incomplete description of nature.

It is not yet able to explain gravity, or indeed the dark matter and dark energy which together make up 95% of the Universe.

Some particles naturally decay into others and the types of decay can help physicists refine key theories. Here scientists found a particle called a Bs meson decaying into two muons for the first time.

The findings were announced at the EPS conference in Stockholm and had the 5-sigma level of significance required to reach the level of a formal discovery.

This builds on a previous announcement of the findings which had lesser statistical significance as the team had not yet analysed all the data.

The observations at LHCb and CMS were so rare that Bs mesons only decayed into two muons about three times in every billion collisions.

The LHCb team announced: "Finding particle decays this rare makes hunting for a needle in a haystack seem easy."

This is due to the hundreds of millions of collisions the LHC produced every second, with each one producing hundreds of new particles that leave electrical signals in the giant detectors.

Quantum loop

Val Gibson, leader of the Cambridge particle physics group and member of the LHCb experiment, told BBC News that it was the rarest decay they have observed so far.

"The reason it's so rare is the fact that it doesn't decay easily into the final quark particles we know about. It has to go through a loop process, like a quantum loop. It's not a straight road but it has to go round a roundabout before it can get to the final state particles.

"Because it's got this roundabout in it, it means that other heavy supersymmetric particles [could potentially] enter the roundabout and make a big difference to the decay rate," Prof Gibson added.

But the quarks did not have heavy particles blocking the decay.

Shy physics

"There was no observation of Supersymmetry, you would have to fine-tune the theory to explain the measurements found," Prof Gibson explained.

"The Supersymmetry theorists have not given up, however it is becoming harder and harder for them to explain these findings.

"Measurements of this very rare decay significantly squeeze the places new physics can hide. The UK LHCb team are now looking forward to the LHC returning at even higher energy and to an upgrade to the experiment so that we can investigate why new physics is so shy."

Tara Shears from the University of Liverpool also works with the LHCb, but was not involved with this particular discovery. She said: "Supersymmetry is starting to look less likely to be a good description of the universe."

"The catch is that Supersymmetry is quite a loosely defined theoretical model which means it has many uncertainties in it. It's impossible to rule it out altogether.

"This result has has really put the squeeze on the possibilities of the different ways Supersymmetry could be possible," she told BBC News.

But John Ellis, professor of theoretical physics at King's College London, told BBC News that the results were not evidence against Supersymmetry.

"It is as if the experiments had looked though a powerful telescope and not seen a new star they had been looking for.

"If the telescope is pointed in the wrong direction, it will not find it. Supersymmetry is a complicated theory with many parameters, and there are directions in parameter space where the Bs meson into two muons 'telescope' sees nothing."

EU planning move on Hezbollah's military wing

BRUSSELS (AP) Britain says the European Union is closing in on declaring the military wing of the Lebanese party Hezbollah a terrorist organization and insists such a move would not necessarily destabilize Lebanon and its neighbors.

British Foreign Secretary William Hague said Monday that "the great majority" of the 28 EU member states supported the plans and hoped for the necessary unanimity during Monday's meeting of the bloc's foreign ministers.

German Foreign Minister Guido Westerwelle said that evidence from last year's attack in the Black Sea resort of Burgas in Bulgaria, which killed five Israeli tourists and one Bulgarian, should give enough impetus for the move. Westerwelle said that "we have to answer this, and the answer is" blacklisting Hezbollah's the military wing.

Orlando, Florida House of Horrors Abortion Clinic Reopens After Police Raid

An Orlando, Florida abortion clinic that was closed weeks ago after police raided the facility has reopened and will do abortions seven days a week.

Police in June shut down a late-term abortion clinic in Orlando, Florida and seized and removed property from the building as a helpless abortion practitioner could only stand by and watch. James Scott Prendergraft, whose medical license has been suspended a fifth time, stood in the background as police and other officials taped off his abortion clinic with crime tape and locked him out of the building.

Pendergraft was hit with a massive In 2011, Pendergraft was hit with a whopping civil medical malpractice judgment of $36,737,660.16 in compensatory and punitive damages in a case involving a botched 20 week abortion that resulted in the live birth of a child physically damaged by Pendergraft?s incompetent abortion process amid what was described as ?third world conditions? with virtually no counseling. He has refused to pay the judgment.

A clinic receptionist told callers at the time that the Orlando Women?s Center is ?closed for maintenance? and are unsure whether the clinic will reopen.

The pro-life group Pro-Life America noted the reopening on Friday and commented on it:

The Orlando Women?s Center abortion clinic that was raided last month as part of a lawsuit will now operate seven days a week.
Dr. James Pendergraft, who run The Orlando Women?s Center, said the clinic would reopen Friday. It used to only operate once a week. The clinic was raided last month, as part of a lawsuit several years ago. A woman who went to the clinic to have an abortion ended leaving the center and delivering a premature baby at the hospital.

Pendergraft has been in the news before. He has lost his license five times in the Florida, most recently in April after he failed to pay another debt to the state of Florida for fines related to a former license suspension for an illegal third-trimester abortion.

The doctor has been accused of botched abortions and performing that illegal third-trimester abortion.

Pendergraft said he did not realize the woman was in her third trimester.

Pendergraft said the clinic had to borrow equipment because the previous equipment is still in possession of the sheriff?s office.

He does not have his license but will reopen with six other physicians.

Pendergraft told Channel 9?s Karla Ray that he is in the process of getting his license back and recovering the equipment that was taken.

?I?ve done nothing that I thought was inappropriate, illegal, immoral or wrong,? said Pendergraft.

?Would you trust a doctor yourself who has lost his license five times?? Channel 9?s Karla Ray asked Pendergraft.

?When you look at why I lost my license, it had nothing to do with anything I did wrong,? Pendergraft said.

In April, the Florida Board of Medicine took action to suspend the medical license of late-term abortionist Pendergraft? after he failed to pay the Board fines from a previous disciplinary action that totaled over $120,000.

The settlement agreement reached between the Board and Pendergraft orders that his medical license ?shall be indefinitely suspended until such time as [Pendergraft] complies? with the order to pay his fines.

This is the fifth time that Pendergraft?s medical license has been suspended by the Florida Board of Medicine. He continues to operate five abortion clinics in Florida, primarily in the Orlando area.

The fines resulted from a 2010 case where Pendergraft was heavily fined and placed on suspension related to a 2006 botched elective 19-week abortion.

Patient S.B went to Pendergraft for the second trimester abortion on Feb. 3, 2006. He prescribed doses of Cytotec, a drug that is known to cause severe and unpredictable uterine contractions and sent her home for three days to take the medication on her own. Pendergraft did not have a valid DEA number at the time.

When S.B. returned to the clinic, he further illegally administered doses of Cytotec, Demerol, and Phenergan. He attempted the abortion before the patient was adequately dilated, lacerating her cervix and sending her to the hospital where she underwent an emergency hysterectomy.

At the hospital, staff delivered the remains of S.B.?s baby and found that it was missing a lower limb. Efforts were made to locate the limb in the abdominal cavity to no avail. There were no indications on the patient?s chart. Later, it was discovered that the limb had been removed at the clinic. This lack of documentation caused issues in providing the patient with proper emergency care.

Pendergraft was suspended and ordered to pay fines in excess of $122,000. Pendergraft failed to pay, resulting in another disciplinary case attempting to seek payment. Finally, Friday?s action suspended his license until further notice.

Sex offender due in court after bodies of 3 women found in Cleveland suburb

A Cleveland suburb is on edge after police found the bodies of three women who may have been murdered by a serial killer, NBC's Michelle Franzen reports.

A registered sex offender was expected to be charged Monday after the discovery of three female bodies wrapped in garbage bags in an impoverished Cleveland suburb.

The search for more possible victims was called off late Sunday as investigators dealt with the city's third horrific case involving murdered women in four years.

Michael Madison, 35, is due to appear in court on Monday.

Michael Madison, 35, a registered sex offender, will appear in court Monday and is expected to be charged in connection with the deaths of the three black women whose bodies were discovered Friday and Saturday in the town of East Cleveland, NBC station WKYC reported.

Madison has confessed to at least one murder, WKYC reported.

East Cleveland Mayor Gary Norton told The Plain Dealer newspaper that Madison indicated in police interviews that he might have been influenced by Anthony Sowell, who is on death row for killing 11 women ages 24 to 52 at his home in the city.

Sowell, who is also a convicted sex offender, was captured in 2009. In court papers, prosecutors described him as "the worst offender in the history of Cuyahoga County and arguably the State of Ohio."

Two months ago, Cleveland was shocked by the escapes of Amanda Berry, Gina DeJesus and Michelle Knight. Ariel Castro was charged with 977 counts in connection with the abduction and rape of the women, who were held captive in his Seymour Avenue home for more than a decade.

Police arrested Madison on Friday, hours after investigators found a woman's body in a garage. Two more bodies were discovered Saturday ? one in a backyard and the other in the basement of a vacant house.

Authorities continued looking for more possible victims into Sunday night before calling off the search, East Cleveland Police Chief Ralph Spotts told reporters.

"We officially found nothing," he said. "We will not pick up the search again."

During the search, a cadaver dog led investigators to a lot near the area where the three others bodies were found, according WKYC. Other cadaver dogs also hinted at the same area.

No identities were released, but all three victims were believed to have been killed in the past six to 10 days. The bodies were found about 100 to 200 yards apart.

Nathenia Crosby, 48, said Madison was a neighbor who concerned her because of his interest in her daughter.

"It's very scary, especially when he used to be talking to my daughter," she told the Associated Press. "But I told him he was too old to be talking to my daughter, because she was only 19. When I found out how old he was, I said, 'You need to move on; she's too young.'"

Teenager Daniqwa Martin told the Associated Press she smelled an odor near the house Tuesday but ignored it, thinking it was a dead animal. Martin, 16, said Madison had offered her a ride in the past but she always declined.

The Cuyahoga County Medical Examiners Office told reporters it may take up to several days as they work to?identify the?dead women because the bodies are in an advanced state of decomposition, WKYC said.

A news conference is scheduled for 11 a.m. ET Monday.

    Dubai Offering Gold in Exchange for Weight Loss - Gawker

    Dubai, alarmed by the sudden rise in obesity among its citizens, has decided to offer an interesting incentive for its population to slim down ? gold.

    Obviously not satisfied with the weak efforts of fellow weight-adverse politicians (they laugh at Bloomberg's "stairs" idea), Dubai is offering a gram of gold for each pound lost by participants. Dubai is synchronizing the 30-day challenge with the fast of Ramadan, to make weight loss easier.

    "Ramadan is the most appropriate season to launch such initiatives as it reminds us about many health benefits of reducing weight and encourages us to take strong steps to change our bad lifestyles," Hussain Nasser Lootah, the manager of the city of Dubai.

    The campaign, called Your Weight in Gold, will also award the three highest weight-losers the chance to win a gold coin worth $5,400.

    While some employers in the United States give employees gym memberships to keep them skinny (and attractive) and their insurance premiums low, nowhere in the United States has government ever incentivized fitness in such a brazenly free-market way. Paying citizens to get skinnier to avoid health care costs down the line seems like a pretty great idea. And paying in GOLD, no less! Let's do this, America.

    China reacts to India's new strike corps

    Beijing, July 21: China has reacted cautiously to India's proposal for the establishment of mountain strike corps along the Sino-Indian border.

    "The Chinese and Indian governments have signed several agreements on safeguarding peace and tranquillity in the border areas and on taking trust-building measures in the field of military," Chinese Foreign Ministry, said in written response to a query from PTI on China's reaction to the Indian move.

    "The overall situation in the border areas between the two countries is peaceful and stable. The Chinese side is ready to work with the Indian side to maintain peace and tranquillity on the border areas", the brief response said, without making any direct reference to the Indian government's clearance to form the division.

    Boosting the Indian Army's war fighting capabilities along the Line of Actual Control, government on Wednesday gave the go-ahead for the creation of a corps including deployment of 50,000 additional troops along the China border at a cost of around Rs. 65,000 crore.

    The move to form the Mountain Corps has not figured in the official media so far.

    The approval for the formation of the new corps comes as the two countries held advanced negotiations on the Border Defence Cooperation Agreement (BDCA) which figured prominently
    in Defence Minister A K Antony's visit here earlier this month.

    It was also discussed during National Security Advisor Shivshankar Menon's visit on June 28 when he held the 16th round of talks to resolve the border issue with his counterpart Yang Jiechi.

    Indian officials in Beijing earlier refuted perception that the BDCA which was proposed by China was aimed at containing the development of infrastructure on the Indian side of the border or freezing the troop levels.

    Cameron urges Google, Yahoo to act on child pornography

    LONDON (Reuters) - British Prime Minister David Cameron challenged the Internet search engine providers Google , Yahoo and Bing on Sunday to block images of child abuse, calling for more action against online pornography.

    In a television interview, Cameron said search engines must block results for searches using blacklisted keywords to stop Internet users accessing illegal images.

    Evidence in two recent high-profile child murders in Britain has shown that the killers accessed online child pornography. Although search companies have pledged to help remove images from the Internet, Cameron says he wants them to go further.

    "I have a very clear message for Google, Bing, Yahoo and the rest. You have a duty to act on this - and it is a moral duty," Cameron was due to say in a speech on Monday, according to an advance text, demanding that the companies report back to him in October on their progress.

    Cameron also said the government was ready to introduce new laws if search engine providers did not offer enough cooperation.

    Last week, U.S. authorities said they had arrested 255 people suspected of sexually exploiting children online in a cross-border operation involving eight other countries.

    In June, Google donated around 3 million pounds to combat the problem, including 1 million pounds to the Internet Watch Foundation, a group committed to ridding the Internet of child pornography.

    "We have a zero tolerance attitude to child sexual abuse imagery. Whenever we discover it, we respond quickly to remove and report it," a Google spokesperson said.

    Bing, owned by Microsoft Corp, said it would support education and deterrence campaigns and that it was working with the British government to determine the best industry-wide approach to tackle illegal content.

    Yahoo was not immediately available for comment.

    G20 soft pedals on debt consolidation in favour of growth - Russia

    MOSCOW (Reuters) - G20 policymakers have soft-pedalled on goals to cut government debt in favour of a focus on growth and how to exit central bank stimulus with a minimum of turmoil, Russia's finance minister said on Saturday.

    The final communique from Group of 20 finance ministers and central bankers addresses fiscal consolidation less strongly than had been expected, with discussion focusing chiefly on spillover effects from the withdrawal of monetary stimulus by developed countries, Russia's Anton Siluanov told Reuters.

    "(G20) colleagues have not made the decision to take responsibility to lower the deficits and debts by 2016," Siluanov said on the fringes of the G20 meeting in Moscow. "Some people thought that first you need to ensure economic growth.

    "You can of course, expect growth, but it may not come anytime soon and debt will keep piling up," Siluanov said, adding that fiscal consolidation should remain a priority.

    "The communique addresses (consolidation) more softly, nonetheless we will raise this issue at the leadership level (in September)."

    The G20 did not discuss at length Friday's move by China to start interest rate reforms, but Siluanov and other countries will monitor how the reforms are being implemented.

    Beijing removed a floor on the rates banks can charge clients for loans, which should reduce the cost of borrowing for companies and households.

    The U.S. and the European Central Bank said during the meeting that their policy of low interest rates will continue, Siluanov said: "The question is about the quantitative easing programme, for how long this process will continue."

    SPILLOVER EFFECTS

    The spillover effects on developing countries from the withdrawal of quantitative easing policies by developed nations, and the United States in particular, dominated the weekend's discussion.

    "There were no arguments but there was discussion," Siluanov said. "Emerging countries are very concerned about the predictability of (those policies), how it will all continue.

    "We have agreed that coordination is needed, exchange of information is needed."

    The G20 also discussed long-delayed reforms to the International Monetary Fund quota system. The governance reform is languishing as the United States, the IMF's largest shareholder has not given a green light to it.

    The Obama administration wants Congress to shift $63 billion from an IMF crisis fund to the IMF's general accounts in order to maintain U.S. power at the international lender and make good on an international commitment made in 2010.

    Congressional approval of the IMF funding changes is necessary to complete reforms at the lender that the international community has already agreed including reform of voting shares, known as quotas, to boost the power of emerging economies.
